Our block management service includes the following:

  • Carrying out regular inspections of your development;
  • Administering service charges;
  • Compiling revenue and capital budgets and controlling associated expenditure;
  • Proactive approach to the recovery of service charges and ground rent;
  • Managing and controlling Health and Safety risks including fire risk, asbestos and legionella utilising external consultants where required;
  • Arranging, management and monitoring day to day repairs and maintenance to the building fabric, common areas and external hard and cultivated areas in accordance with the leases;
  • Arranging, managing and monitoring repairs and maintenance to services and facilities including access control systems, fire detection, asbestos, alarm systems, CCTV and security, lifts, heating systems and water storage tanks and pumps to ensure quality of service and value for money;
  • Preparation of long and short term PPM schedules;
  • Ensuring compliance with lease obligations and legislation such as Section 20 of the Landlord & Tenant Act 1985;
  • Providing professional landlord and tenant advice on matters such as Right to Manage, Lease extensions and variations;
  • Arranging major/capital works through competitive tendering and managing and monitoring their progress through to satisfactory completion;
  • Assisting with Company Secretarial matters including filing company accounts and maintaining Director and Secretary records at Companies House;
  • Robust financial management and accurate reporting utilising specialist Property Management software, Propman;
  • Dealing with replies to pre-contract enquires.

Cooke & Arkwright have been providing rating valuation advice to The Welsh Rugby Union Limited (“WRU”) and Millennium Stadium plc for many years. They were recently successful in achieving substantial reductions in the assessments of the Millennium Stadium, covering both the 2005 and 2010 rating list. These negotiated reductions yielded savings of c.£3.5m which, crucially, allows the WRU to re-invest in rugby throughout Wales. They advise the WRU across the group portfolio including the National Centre of Excellence in the Vale of Glamorgan. The valuation issues across the WRU portfolio are complex requiring a high level of understanding of the funding and finances of professional sport in Wales. Cooke & Arkwright’s experience and understanding of these issues and application to the rating valuation have yielded these substantial negotiated reductions. The WRU and the Millennium Stadium entrust our work to organisations with the required levels in experience and expertise in dealing with these complex issues.
