Andrew West

Director

Andrew has been at Cooke & Arkwright since 1988. He was made an Associate Director in 1993 and a Partner in 1997. He is the Director with responsibility for commercial rating and compulsory purchase valuation. He represents many of the country’s principal commercial property occupiers together with Plc’s in a rating capacity throughout Wales, England and Scotland. Representation includes appearances at Valuation Tribunal and the conduct of appeals to the Upper Tribunal (Lands Chamber).

Andrew is a member of the Royal Institution of Chartered Surveyors and an Honorary Member of the Institute of Revenues, Rating and Valuation.  He is a spokesman for the RICS Wales Rating Group and has given evidence to the Welsh Government Business Rates Task and Finish Group in 2012 and 2013. He is a member of the Ratepayers Forum for Wales which includes representatives of the Welsh Government and the Valuation Office Agency. He is also a member of the RICS National Rating and Local Taxation Policy Panel advising the Westminster Government. He has given lectures to the Valuation Tribunal Service for Wales.

Recent notable rating cases include the agreement of the Cardiff Bay Barrage rating assessment at £1 RV; the Millennium Stadium; and a landmark rating case on the impact of disrepair on the County Hall offices at Cwmbran.

Andrew provides advice on compulsory purchase valuations to a wide ranging client base and was one of the lead surveyors advising Cardiff Bay Development Corporation on compulsory purchase and acquisitions including the conduct of referrals to the Lands Tribunal.
